From 9 February 2026 Leeds licenses ordinary rented houses in designated parts of the city, not only HMOs. The scheme runs to 8 February 2031. If you let a property in the designated area you needed to have applied by 9 February 2026, or within 14 days of buying the property after that date.

The designation covers parts of Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Hunslet and Riverside, Gipton and Harehills, and Farnley and Wortley. It is parts of those wards, so check the council map rather than the ward name. Current rules, the map and the fee sit on Leeds City Council’s selective licensing page.

The online fee is £1,100 in total, paper £1,225. From 26 February 2026 the council changed how that total is split, not the total itself: online is £400 then £700; paper is £525 then £700. Leeds Rental Standard members pay £550 on the second part. Applications made before that date followed the old split. Properties that already hold an HMO licence are exempt from this scheme. Check the council.

Fire safety sits inside the licence, and still sits under the Fire Safety Order

A working smoke alarm must be installed on each storey that has a room used as living accommodation, and kept in working order. That is a licence condition and a national alarm duty. It does not write the fire risk assessment. The assessment is a duty under the Regulatory Reform (Fire Safety) Order 2005 if you let an HMO, manage a building with common parts, or run a business. Holding the selective licence does not finish it.

Back-to-backs, licensed streets, and blocks

A lot of the designated stock is older terraced housing, including back-to-backs. One staircase, rooms off it, and a single front door are what those assessments have to name. Fire stopping between the original rooms is often missing because the house was never built as separate lets. Say it is a back-to-back, or a through terrace, when you ask for quotes.

Student houses around the universities are the same construction with a higher turnover of people who did not fit the alarms. Mandatory HMO licensing still applies citywide at five occupants from two or more households sharing facilities. That licence has its own conditions. Sitting in an HMO-licensed house takes you out of selective licensing. It does not take you out of the Fire Safety Order.

If you rent from a social landlord, start with them.

Who enforces this in Leeds

West Yorkshire Fire and Rescue Service is the enforcing authority for the common parts and for business premises across the city. They can turn up without an appointment, serve enforcement and prohibition notices, and prosecute. What they will not do is write the assessment for you. Their audit asks for the written report and then checks whether what it recommends has actually been done. The council licence and the fire service audit are separate visits with separate paperwork.

What a Leeds report should actually name

A report that could have been written for any city is not suitable and sufficient for a house in the designation, or a back-to-back. It should say whether the property sits inside the selective licensing map, where the storey alarms are, and what the escape is if the front door is the only way out.

Checking an assessor in Leeds

There is no statutory register. Before you appoint anyone, ask:

  1. What are your qualifications, and who awarded them?
  2. Are you third party certificated? If yes, take the number and check it with the scheme.
  3. What is your professional indemnity cover? Ask for the figure.
  4. How many buildings like this one have you assessed in Leeds? If it is a back-to-back or a house in the designation, say so.
  5. Can I see a sample report? Client details removed. Read it for the map, the alarms, and the escape.

Sheffield and Bradford sit under the same fire service. Sheffield’s licensing map is different: fire risk assessments in Sheffield.

Selective licensing and West Yorkshire Fire in Leeds

I missed the 9 February 2026 application date.

The council’s page is the place to read what happens next. Missing the licence does not cancel the Fire Safety Order duty. West Yorkshire Fire and Rescue Service can still ask for the written assessment.

My street is in Armley. Am I definitely in the scheme?

No. It is parts of those wards. Check the council map, not the ward name.
