Sheffield does not currently run a selective licensing scheme. The last one, covering parts of London Road, Abbeydale Road and Chesterfield Road, ended on 31 October 2023. The council’s own page says there is no need to renew those licences. Mandatory HMO licensing still applies citywide: five or more people from two or more households, sharing a toilet, bathroom or kitchen.
Check Sheffield City Council’s HMO licensing page for the current fee and conditions. Fire safety law does not wait for a licence scheme. The written fire risk assessment is still required if you run a business, let property or manage a building.
The ended scheme does not end the fire duty
The council presented findings from the London Road, Abbeydale Road and Chesterfield Road scheme to its Housing Policy Committee on 26 January 2024. The designation itself ran from 1 November 2018 to 31 October 2023. An earlier scheme in Page Hall ran from 22 April 2014 to 21 April 2019 and has also ended. Both pages are still on the council site so landlords do not keep applying into a closed scheme.
Houses in those streets are ordinary rented houses again, for licensing purposes. They are still houses. South Yorkshire Fire and Rescue can still inspect them. If you let one, or manage the common parts of a converted building on those roads, you still need a suitable fire risk assessment.
HMO licensing is still live
Five or more people from two or more households, sharing a toilet, bathroom or kitchen, need a mandatory HMO licence anywhere in Sheffield. There is no additional scheme bringing 3 and 4 person shared houses into licensing. That does not mean a 3 person shared house is outside fire safety law. The Fire Safety Order still applies to the common parts of HMOs and to the building if it is not a single private dwelling.
The current HMO application forms on the council site were updated in April 2026. Use those, not an old PDF. The fee is in two parts: the first with the application, the second when the draft licence is issued. Read the council’s fee policy for the figure that applies to your house.
Back-to-backs and converted works
A lot of the shared housing is in older terraces and back-to-backs near the universities. A back-to-back has no rear door and a single staircase. The escape route is the one you already use to come in. Sleeping accommodation on the upper floors, with that single way out, is the part of a fire risk assessment that takes the longest. Tell the assessor it is a back-to-back before they quote. A generic house template assumes a rear exit that is not there.
Converted industrial buildings are a Sheffield job as well. The original structure was not built as homes. Fire stopping between the new flats, the shared cores, and the old fabric that was never fire stopped are where those assessments usually find the gaps. If you manage one, say so. A terrace and a works conversion are not the same assessment.
If you rent from a social landlord, start with them. Sheffield City Council publishes fire risk assessments for its own tower blocks and sheltered housing on its council-housing page. Annual on towers and sheltered, every three years on low-rise. That is their stock. It is not yours.
Who enforces fire safety law in Sheffield
South Yorkshire Fire and Rescue is the enforcing authority for most premises in the city. They can inspect without notice, serve enforcement and prohibition notices, and prosecute. A prohibition notice can close a building the same day. They will ask for the written fire risk assessment. Nobody is licensed to write it.
South Yorkshire Fire and Rescue does not write the assessment for you. Their job is to audit whether you have done it and whether the measures in it are in place. On an audit they typically want the written assessment, the action plan, evidence that overdue items were done, and a person on site who can show them the escape. That is a different visit from a council HMO inspection.
What the Sheffield report should actually name
A report that could have been written for any city is not suitable and sufficient here. For a back-to-back it should name the single stair and the missing rear door. For a converted works it should name the original structure and the new compartmentation. For an HMO it should name the number of occupiers and whether the house is under a mandatory licence. “Common parts” as a heading with nothing under it is not enough.
Checking an assessor in Sheffield
Nothing stops an unqualified person calling themselves a fire risk assessor, so ask a Sheffield firm for qualifications, professional body membership, indemnity insurance and a sample report before you book. Those questions are set out on what a fire risk assessment costs.
What it costs in Sheffield
Leeds is the other large Yorkshire city, and it does have a live selective licensing scheme: fire risk assessments in Leeds.
HMO licensing and South Yorkshire Fire in Sheffield
The old scheme ended. Do I still need a fire risk assessment?
Yes, if you run a business, let an HMO, or manage a building with common parts. The ended scheme was a housing licence. The fire risk assessment is a Fire Safety Order duty and did not expire on 31 October 2023.
Is there additional HMO licensing in Sheffield?
No. Only the mandatory scheme for five or more occupiers. Check the council page if that changes. A smaller shared house can still need a fire risk assessment.
I have a back-to-back. What should I tell the assessor?
That it is a back-to-back, how many people sleep there, and that the only way out is the front door. Those facts change the assessment. A generic house template will miss them.
The council already publishes fire risk assessments. Can I use those?
Those are for council housing. They do not cover a private rented house, an HMO, or a converted works you manage.
How often should it be reviewed?
The Order says regularly, and when something significant changes. There is no statutory anniversary. Sleeping accommodation is usually reviewed every year. After a conversion or a change of occupiers, review it then.
